With Microsoft changing their update process to cumulative updates, KB2919355 may not install as part of the normal Windows Update process. Here's how to manually install this KB.

The best solution when you fail to install the KB2919355 update is to temporarily block your internet connection, stop your anti-virus (whether its Windows Defender or KAV 2014) and also run the below script (Run as administrator). But before you do that, first download the manual installer for this update. Windows 8.1 Fix for Update.
7 Steps total
Step 1: Download KB2919355 and associated updates
Go to https://www.microsoft.com/en-us/download/details.aspx?id=42334 and download all the updates into a single folder.
With the exception of the clearcompressionflag executable these updates will all say Windows 8.1.
Step 2: Download prerequsites
Download KB 2919442 from http://www.microsoft.com/en-us/download/confirmation.aspx?id=42153 and put it in the same folder.
This update will say Windows 8.1.
Step 3: Install Windows Server 2012 R2
Install and activate Windows Server 2012 R2 from your media/iso image.
Step 4: Install KB2919442 and KB2919355 and restart
Install clearcompressionflag.exe
Install KB2919442
Install KB2919355. This is a long installation.
Restart your server when requested.
Step 5: Verify KB2919442 and KB2919355
Open Windows Update and look at the Update History view. The two updates up just installed should be it.
Step 6: Install remaining updates in the following order
Install KB2932046 and restart
Install KB2959977 and restart
Install KB2937592
Install KB2938439 and restart
Install KB2934018 and restart
Step 7: Verify all updates are installed
Open Windows Update and view the update history to ensure all updates are installed.
Once you've done the steps above you can continue configuring your server. Some services, such as SQL Server 2016 require KB2919355 be installed. Unfortunately the new cumulative update model doesn't install this update, which contains changes to how Windows Update operates.

We've just done a completely new installation of Windows Server 2012 R2 (version 6.3 build 9600). I just ran Windows Update for the first time and it downloaded a slew of initial updates, then rebooted. I had Windows Update check for updates again and it installed 2 additional updates without a reboot, listed below:
Security Update for Windows Server 2012 R2 (KB2961908) without KB2919355
Security Update for Windows Server 2012 R2 (KB2920189)I had Windows Update check once more, and now it's giving me another 2 updates, one of which is the critical one you describe:

Hello All,
Excuse me but I need your help regarding this update. I trying to install it on a Windows 2012 Server Datacenter Edition (build 9200) . When I double click on clearcompressionflag.exe file I receive 'This App can-t run on your PC'. I tried to re-download the file, change the compatibilty mode, unblock the file, run as administrator, turn off DEP, Firewall, disable Ms Defender and none of these solve this situation. Also cannot install none of other updates showed in the post. The OS is running on a VM and other updates were installed from Windows update service.

Does anyone have experience removing IIS or experience with this problem?
I started to install IIS on server 2012R2. The install stopped other services and I attempted to remove IIS. It will not remove. Apparently, if KB2919355 was installed, a different KB must be installed before IIS can be removed.

However, it will not install and responds that this update is not applicable to your computer.
